A formula is simply a recipe for an enchantment or potion. There is no specific dialog tree in which you offer formulas to an enchanter or alchemist. All you need do is speak to them while having a formula in your inventory. The formula will disappear and the NPC will learn the recipe. From then on it is available from their dialog menu.

It is important to note that if the NPC has already learned a formula, it will not be used, but will remain in your inventory. You can then sell or destroy the duplicate formula.

Example: I have "Butcher 5 Formula" and talk to my enchanter. He learns Butcher 5. The Formula disappears. If the enchanter / alchemist already knows the recipe, I retain the formula in my inventory.

Formulars carry over between different specialists that you meet.

Enchantments of a similar type do not stack as the following example shows: I have already enchanted a pair of leggings with "Increased Mana 2", then I **cannot** add another Increased Mana spell to them.

You do, however, have the ability to Disenchant the item first, then enchant it with one of your choice. The type of enchantment you can use is linked to the item being enchanted (see tables below).

The number of ingredients you need depends on your platform level. A level 3 platform only needs 1x Fanny Blossom and 3x Ginseng for a healing 10 potion. But a level 1 platform needs 2x Fanny Blossom and 5x Ginseng to make one.
