Crabbe is a miner found at the entrance to Orobas Fjords. As you face the giant warrior statue, he is just behind it to the left.

Background

Crabbe has been sent out to investigate the potential of an old mine being brought back into working order. He is unable to do so himself as he doesn't have a boat to sail out to the mine and investigate it. Once the mine has been investigated, he is stranded at his current location until the Zeppelin's has been repaired.
