You'll find the Mountain Top near the beach where you start after the Tutorial Ship lands you there. You'll need a movement ability like Teleportation to reach the area.
Once you've reached the location you'll get 600 Experience for the discovery, random loot from a skeleton, a coin purse and The Viper's Tongue.
